Well, they marketed Legion as a whole new game from the start. If there is a 'continuation' of DUST on a next gen platform, I don't really see CCP changing its viewpoint on whatever they make as a 'new game' instead of a true port
This is where the conversation is difficult because it is both a new game and a port. It is all how you look at what CCP has said. To go the nerdy route, it is like DR in D&D; it explicitly states that it doesn't stack with other forms of DR but... there are DR and abilities that state they stack. Which is valid, which is wrong, is entirely based on what you focus on. "A stacks with nothing" and "B stacks with everything" so can you stack A and B?
If you look at CCP Presents 2014 17:40 onward (no direct link because on mobile). Within a span of 45 seconds, Rouge talks about Legion as a totally separate entity ("we are still working on DUST.") and as the same game ("we have a migration plan." and he talks about keeping "what you have, what is 'applicable'.") so it is confusing as hell.
"If it wasn't the same game, IE a port/migration plan, why announce it at the DUST keynote?" You announce EVE: Citadel at the EVE Keynote because it is the same game but don't announce GunJack at the Valkyrie Keynote because it isn't the same game. Of course, with now much of a bloody failure FF14 was ('Rouge Wedding') I wouldn't be surprised if CCP dun goofed that badly.
"If it was the same game, why did the Progression Keynote state 'this is only for Legion'?" Again, CCP could have dun goofed that badly. Maybe it was meant as "you are only going to see this if DUST (Legion) goes to PC."
To use the EVE line: "we don't know but let's hope the devs do."
