EDIT: The 4 points at the end of his score tells me he either had a squad leader or did in fact come within bonus proximity of the letter so I am leaning slightly more towards great logi work and a good squad with him. I think CCP handled it best with the implementation of the SP cap per match. Unfortunately boosting still seriously messes up payouts for everyone in the match thanks to how that system works. If they just made that SP cap being reached result in zero ISK payouts then we would be all set. Who cares if some guy boosts his way up the leader board if he gets no money and limited SP.
