Justice, you are a Darling for requesting this. Good for you.
But,... I'm afraid there is a downsided history to the training-grounds ideas. Much earlier (up to around July 2014) we had really cool areas of the game where blues, or even struce-called reds and blues, could practice and learn. The Ociana (spelling?) Server was a regional server that on a certain time of the UTC clock, was almost barren of players----and many of us players loved it for being a wide-open arena for practice and tutoring instead of slaying.
If you're using vehicles, there are CERTAIN zones on many of the maps where you and buddies can train and tune, pimp out, and tune again, without getting a single enemy shot fired at them. But like most of Dust, the devs won't tell you---they expect you to get curious and find the secret places on your own.
....Sadly, the Oceania (spelling???) is gone, and whole corps have to find a new way to train their students. I LOVED the Oceiana (spelling?????), and the Australian players you'd meet on that Server were so nice. Tears....
But, like I said, IF you are a vehicle student, let folks know on this forum. Each of the vehicle masters knows her or his own hangout area on some maps. If you're a Drosphip student, you can let ME know. I've been surfing and floating through the secret zones of most of the maps happily for a year or so, and even tutored a lone student or so in those areas too.

I would have no objection to TRADING IN one of the Region-Servers we currently operate on, to get back the Oceania (Oceina, Ociana,...) Server. Maybe swap out the Region that hosts all those players who constantly run right through the map and try to redline the enemy's staging area all the time, letting all the Null panels get hacked by the enemy without any trouble and losing our matches with their "phooey on null panels---YOU---I kill you, and you I kill you--more bullets"----yes, ditch the Server that THOSE players need.
...But I'm not so sure I agree with a ZERO-cost training area. This is an EVE-based game, and that means cost and risk to everything you bring into the match. I'm okay with spending (sometimes losing ISK) when we train and sometimes smash up our practice equipment.
