The reason I ask is today I experienced something frustrating. I decided to form a 4 man squad with the title "noobs only" to attract players of the same level so i don't get stomped by protos while playing. The squad was full and I've been searching for a battle for about 3mins. At that point I asked if one of the squad members would like to try their luck in finding a battle, and one volunteered. As soon as I handed him leadership, he found a battle. Must have taken him 2 or 3 seconds (he was a rank 2. private first class i think). This happened again with other players within the same squad.
So how come I couldn't find a battle for the longest time but other players could? Hmm... that's odd. There is a hidden attribute that the matchmaker uses to determine who you play with and against. When you are in a squad, it should take into consideration the entire squad... I'm not sure.
I can say that internet speed/latency and character ranks are not factors that the matchmaker uses to determines what match you get put in.
What battle choices have you selected? What server option are you using? (To check the server selection, go to your Neocom [Main Menu], select System Operation -> Option. Use L2/R2 to switch the tab to Gameplay Settings and check the Battle Server Region. Try setting it to Automatic if it hasn't.)

Following up on what Celesta said, there are many theories about how matchmaker works, but nobody really knows how it works.
If you are still having problems with it, try sending a support ticket in talking about the problem and seeing if there's something up with your character.
