Heavies are incredibly powerful, however, only in the right hands.
There are only a few fits for each races heavy. Generally trying to be creative and making something different only gets you killed.
Also what most people fail to understand is that each heavy has to be run differently, for example the minmatar heavy simply doesn't have enough HP and resistance to follow the play-style of an amarr or gallente heavy, but it can be devastating if it gets a good flank on the enemy team, which is something the amarr and gallente heavies fail to do.
Personally I run caldari heavies because caldari master race. I can't even begin to explain how that suit works because it's so weird xD
As for the 700hp scout, they're doing something very wrong. A good scout would never sacrifice speed and stealth for extra hp.
Also, why are you trying to armour tank a minmatar heavy? If you want lots of hp you've chosen the wrong suit. Try using shields and damage mods in the highs with ferroscale or reactive plates in the lows.

Allowing sentinels to run any faster will make them incredibly powerful and allow them to dominate in areas they're supposed to be weak in

I use this as a PC fit so i don't expect to be recharging shields all that often. The reactive plate gives me a bit more survivability and boosts the repair of my armour, which is surprisingly useful when i get fluxed.
