HOWDY HO! And prepare your pants, for this is big but it is a good idea, or at least I hope so. DISCLAIMER: Yes I am already aware of the limitations of the PS3 console and the "appearant" lack of focus on behalf of CCP. Please keep in mind that these ideas are purly for improvement in design for any future games *cough* Legion *cough* in an effort to make the games as immersive, tactical, and fun as possible.
The lore as I know it states that a Warbarge is a large vessel capable of housing hundreds of thousands of combatants and all of their -tools of the trade-. MCCs were described as deployable space-to-ground transports that are built in the Warbarge. I propose that we emphasize the Warbarge as the Homebase. Curently it feels like we are in a station and then you get your own warbarge and bonuses there of, which just doesn't make sense. Your are not in a NPC or PC corporation and then randomly have your own warbarge. The NPC owns the warbarge and you are using it. When you are walking around your room, it is on a ship, not a station. You store all your weapons, vehicles and trophies in the warbarge. Your warbarge bonuses are based off a contribution that you give back to the warbarge itself and overtime.(warbarge components) and your contributions can be transfered to another warbarge (so you keep said bonuses when you move to a new warbarge) Starting your own corporation has it's startup costs, like in EVE Online. In EVE, the cost is the licensing and initial corporate hanger at a home station. In dust, the initial cost is paying for your own warbarge. Adding to the game lore, districts represent the land you own. Any colonies on the planet are "renting" the land in exchange for protection. This sets the tone for dust mercs, who aren't fighting over the resources of a colony but rather fighting for the rights to the land there on. Therefore, The only way to win a district is to openly defeat the other mercs who own the land (rules of war type of thing). If you win, then everyone agrees that the land is yours. This means that both warbarges must be present at the time of the fighting which explains the reason for the reinforcement timer.
[Here is why] The warbarges are constantly going from district to district collecting their tribute and upgrading the defenses. It makes sense that a warbarge can, and only needs to be, at a district for a certain amount of time. The reinforment timer represents when the warbarge is available for a fight. Additionally, This paves the way for possible fights within warbarges to "raid" resources. The idea that no one is safe in New Eden is not really possible in Dust, as there is no way for a mercinary to lose their most precious resources unless risk it in a fight. I submit that if you own a district, then an attacking corporation should have the option to either deploy to the land for control, or raid your Warbarge for the districts resources (for the day in question of course) NPC corporations are immune to this effect (high sec space for dust) and PC corporations can engage in one-on-one fights where both parties through items, isk and other valuables into a pot and the winner takes all(Dualling). Both corporations have to consent to a dual.
Lastly, this idea is meant to add a fabulous amount of immersion when all the games are synced. EVE Valkyrie, EVE DUST514, EVE Online, and even EVE GunJack. Fighting over a planet means fighting over the colony, fighting over nearby moons and mineral rights, fighting for the station and any orbitals around the planet. The colony on the ground will offer defenses and bonuses to ground, air and space combat based off different buildings. Orbital satalites will offer bonuses to space, air and ground combat (the same as the buildings on the planet, but in space) Consequently, orbitals and colony structures can be conquered or destroyed by the enemy. Therefore choosing what you fight over can drasticaly determine how you fight and can ultimately change how the battle will end. Stations are a centerpoint for eve players. Which offers all the ammenities that a station should offer, such as assets, tactical view/deployment, and safety for commanders. Warbarges are for Dust, Valkyrie, and Gunjack players as stations are for Eve Online players. In a nutshell, huge battles will comence over planets for the resources and encourages teamwork and tactics from players of different games, coming together, and cracking objectives for the plunder. Adding to the subterfuge and intrigue level that EVE Online is well known for, a group of dust mercinaries may just be convinced with enough isk to turn to the other side. What may have been the army defending your planet and orbitals, suddenly turn to mutiny and those same structures that you depended on for victory and now being used against you. (fun fun). It's also a great way for Dust players to engage in battles off the ground, such as the orbitals structures, mooons, stations or even inside of spaceships. All the same, I digress.
