As far as Amarr, movement speed while charging a ScR took a hit and ScPs got RoF buff I believe.

Ahh, my beloved ScR. They think those changes will do any good ? Very unnecessary. All they had to do was create a Max - Locked RoF. *sighs* Doesn't seem like it hurt it at all anyways. I've always done one or the other.
