Are they random salvage/lock box drops? I can't find them anywhere on the Market...

Strongboxes and battle salvage. Experimental lab no longer produces officer gear.
You can also trade for them. But try not to get scammed.

You get them at EOM screen as salvage and yes, from strong boxes also. You used to be able to get them from the Warbarge Experimental Lab until that feature along with weapons was removed.

Give your isk to a player that will give the equipment to you, strongboxes, a pact with the devil, or get lucky and find it as battle salvage. Hope it helps! \o/ |

No man there are just some players out there with way too much time on their hands, and have been playing for a long time. That stuff adds up after a while, I have some good stuff but don't use it. Most of the time I trade it.
