From my understanding they were preferences. It doesn't hard lock you to servers in that region.
This has been my belief for a long time. I could be wrong, of course, but I've always thought it was a sort of preference?

I believe he was suggesting that they're physically connected by land and therefore are the same continent, in much the same way that Aidualc was describing North America + South America as a single continent.
