can skill play into effect how fast your turret goes, i mean the blaster is soo slow and the rail is so so OK

I remember someone saying the skill for it doesn't work properly. He might be wrong though.

Hello, Justice. Here's the easy answer, BUT it leads to a long road of SP spending:
YES, there are SP spots on the Skill Tree that will improve things like "the rotating speed" of your turret. But like everything in Eve-DUST 514, you have to skill into it SLOWLY, and in small pieces, and small increments. You have to skill-train up to Level 5 on your Blaster Turret first, before you can even START skill-training into the category that will improve rotation speed. And each Level you skill into only improves the speed by 10%, so Level-5 will gain you around 80% increase in speed. And this is just for the BLASTER turret. You'll need to do this whole process all over again for the MISSILE turret, if you want that to receive better rotation speed too. And for the Railgun turret... so that's a LOT of SP-training.
And you haven't told us if you're referring to your LARGE gun turret on your HAV, or referring to a SMALL turret. YES, there's a long road like this for Large turrets, and a SEPARATE long road like this for the Small turrets.
This is why, tweaking things like ammo-capacity, reload-time, and rotation-speed on turrets, is really recommended for the players who've decided to make vehicles the full-blown ROLE for their character. It's just too much of a grind, if you only want to boost a turret's performance a bit.

level 1 gives 10% so on level 5 you get 50% more rotation speed

It works fine... It is one of the features in the Skill Tree that never seems to have slipped or glitched. In fact, I'll tell you one better... it actually STACKS the skills from various players. If I have Level-4 rotation skill for small blaster turrets, and you have only Level-1 rotation skill for small blaster turrets, when you use the blaster turret on my dropship, it will rotate faster than when you operate the small blaster turret on YOUR vehicle.
JACKPOT!!

Sorry i was referring to the stand alone turrets, the ones that done move or drive any where.
