Just so you guys can remember, PC 2.0 came about at a result of a very long collaboration between CCP Rattati and his Think Tank which consisted of a lot of players who are known directors or CEOs who have a deep understanding of the mechanics. They tested, exploited, adjusted, re-tested, re-exploited, again and again until they came up with a system that we now refer to as PC 2.0.
CCP Rattati was the one who personally asked players who were involved in PC to participate in the Think Tank. They knew from the beginning there will be corps willing to find exploits or ways to work around the system just like any typical Eve Online player would. They just wanted to find a system that is the least exploitable. So far PC 2.0 is the best system I can think of at the moment.
But int regards to the point the OP is trying to make, much of that can be resolved with porting Dust 514 to the next gen platform. The PS3 and the battle servers that can connect through it are just not good enough anymore and CCP has recently announced a major overhaul of their Tranquility Live server which Eve Online and Dust 514 connect to. Porting the game to the PS4 or to the PC will at least give CCP a chance to start from scratch and get rid of a lot of the bad legacy code that is still holding back Dust from progressing any further. Keep in mind that removing legacy code in any game is a monumental challenge, which is only made more complicated by any updates that try to compensate for it. The only practical solution is to rebuild the game from scratch if you want any guarantee of removing legacy code that is holding back Dust and ultimately PC 2.0.
As for dealing with players who form the blue donut rather than fight each other, I don't see any solution to that problem. Eve Online has had this problem since the day Eve Online existed which was 12 years ago. They have seen many changes by CCP to the sovereignty mechanics in an attempt to break up the blue donut but ultimately the null-sec alliances have always figured out a way around it. The blue donut seems to be here to stay whether we like it not.
