weapons strong vs shield LR,ScR,AR,ScP,IoP
weapons strong vs Armor CR,RR,MD,FLP,MagSec,BP,SMG,SR,HMG,Locus grenades.
You may wonder why flux grenades isnt in the list of strong vs shields. quite simply you dont die from a flux and now that shield tankers have sub second depleted delay and can get back to full in 5 or so seconds. I dont consider them a threat.
If you strike me down, I shall become more powerful than you can possibly imagine...

is that accounting for the raw hp difference in shield vs armor fits?
minmando+cr/acr+dmg mods=shield style armor melt

To OP.
You write this as the second list of weapon do no harm to shield users.
True is that any weapon at armor fit can be buffed with dmg modificator and this is difference cus you can kill faster then any recharge/repair thing goes into play.

The fact you suggest a Heavy weapon is comparable to an anti shield Light weapon

Shields are perfect now, so too is armour. Shields get lower EHP but with faster recovery between fights and more base speed to move between them, armour fits can still stand and deliver like a tank with regen that stops for nothing, ever. If we still have any issues to iron out it's the weapon damage profiles along with all the damage bonuses you can stack onto a fit. Throws a lot of weapons way out of acceptable balance.

Problem resolved: Gallente-style armor repair. At least last time i played, Gallente dropsuits were better at recovering armor than Caldari dropsuits could recover shields (due to armor instantly repairing, while shields have a recharge delay that was even larger with shield extenders.)
You want fast recovery armor? Go Gallente. Fast recovering OR high shields? Go Caldari. Armor tanking? Amarr. Dual tanking with balanced with speed and stamina? Minmatar. Its how the game was designed.
