OP is right, a ticket and only a ticket is the way to go. CCP probably need more evidence than one round to justify a perma-ban. If the boosters know they've been spotted they might tone it down till things cool down, which leaves CCP SoL for banning them.
Something is killing new player retention.

I was in a late match where my team had objective and out of the blue they all just vanished like literally all ran away. Im like WTF where is everyone going. We have point and were winning on MCC and clones. We ended up losing and 3 groups of 2 were boosting. WTF!!!!!
CCP have to account for false positives, because although it's unlikely, it's possible that one team had a very good player and one team had an awful newbro that just kept throwing themselves at the enemy. You can't say for sure that all of one guys kills and all of one guys deaths were 100% to each other.
How much would you hate it if you had the round of a lifetime and you got banned because the other team had a day 1 player fresh from COD?

Spawn links inly spawn so many players at a time. Even if they are around a CRU then the other players would stop it. Unless he deliberately ran from spawn location to designated death spot. Even newbs dont just keep running into gunfire. They eventually quit or go else where. Even in a pubstomp no ONE player is gunna get killed over n over more than 20 to 30 times because they would look for different ways to find n kill someone eventually they would give up.
You're relying on the fact that 'newbros wouldn't do that'. I've seen newbros take the attitude of 'I havn't got a kill yet. These starter fits are free so I'm going to do anything I can to get a kill next round, deaths be damned.'
This is all kinda moot though because CCP won't swing the banhammer on something they're pretty sure happened. They've got to know it happened. The only way they can know is if they flag the player for dodgy behavior then confirm it's actually happening.
