All skills being equal which player would win in a 1v1??
Everytime people try to sell balacs for 8M and a ratts for 1M...they justify it by saying that the balacs is OP because it doesn't have any shield regen. And that is just lulz to me because, first of all, it doesn't have any shield "depleted" regen. Which means that your primary tank would have to be gone for you to see that effect.
I'll argue that the Rattati would win in a 1v1 fight because you can stack damage mods with 700hp of armor coupled with the ROF bonus that the suit gets.....shields won't stand a chance. Usually, people will put on a balacs or kalante AR with that suit....shields will get smoked. Ohh and when you run out of 80+ bullets in the balacs, you could just switch to your kalante or Krin AR and finish the job.

If rarity was the issue, I would agree. But many are arguing that the balacs is a beast suit and Ratts couldn't touch it.
Price tag went from 2.5-3M to 5M-8M after hotfix. Ratts went from 1M-1.5M lol as if the ROF bonus after the hotfix isn't game changing.

But if the two players are smart enough to work towards fighting each other in their own optimal conditions without outside interference, it's a toss up. And that's discounting map/socket advantages that frequently favor the AR.

One thing of note....even at range, I don't think the balacs would top the Ratts. Unless, the balacs was out of the optimal range of the AR and still be in optimal range of the RR. Because while the Balacs is popping in and out of cover recharging its shields, the Ratts is in and out of cover as well in a triage nano or two if they fit it (which they could and should since it has two equipment slots as well)

Thoughts? Shield suits will always be 2nd rate as long as damage mods remain high slot only. Its always been this way. They can tweak stats all they want it will never change unless something is done to make damage mods benefit shield suits equally. And with all this i still have a hard time selling Rats suits.

Someone gets it! My personal opinion is there should be mod slots on the weapons themselves not on the suits. Take the weapon upgrade skills off the tree and put them into the specific weapons skill trees. But still have to buy with isk the mods themselves to put on the weapons.
Man...that makes the most sense. My suggestion for allowing the damage mods to be in both high and low slots isn't as good as that. The mods slots should be on the weapons...that way no suit would have more dps advantage over another.
Not sure if CCP is willing to implement gun customization now...especially since beta vets have been asking for rifle sights for the longest time.
