The Rail Rifle still kicks too much to to hipfire it. It seems the rate of kick increase is still so high it minimizes the effect of the bonus. I haven't noticed reduced kick in ADS yet.
The Assault Rail Rifle is a completely different weapon now. It's got Combat Rifle range and I haven't even begun to get used to that. The kick reduction wasn't very noticeable, but I was pretty distracted by the range so we'll see.
The Scrambler Rifle is a completely different weapon now. Kicks more than the Tac AR. I had a hard time with it. Charge shot's generally not worth the heat and it's hard to stay on target with the way the gun bucks now. Need more time with it.
Overall some very drastic changes that transform those rifles and the totally scramble the meta.

I've found out that you really need to bind your dodge key to something on the damn mouse with how much it gets spammed 
Play UT for 5 minutes, you'll find out if you can aim or not.

In my opinion scr has been ruined. I used to use it always but now its not worth it anymore. I'll try using the arr.

Yeah when when I used it the one time it reminded me exactly of how the TAR kicks more and more as you keep firing in ADS, but this was worse. Try ARR. You'll just be tickling reds at your accustomed range, so you'll get closer, but then you'll get stomped by rifles that are suited for mid range
