That is a blatant lie.
For example, the rampant use of TAC AR was addressed in November-December 2012 by adding HUGE kick to it, meaning firing two shots in a row, the second was going to hit some 10-30 pixels above the first shot / target.
Guess what? That worked. Too bad it broke the gun at the same time (maybe because it was not the only nerf to it at that time).
Later (2013) after making the TAC AR usable again by easening the kick, the gun got severe ROF limitations - again for same reason.

It is true that scrambler rifle's rapid fire has been too strong until Hotfix Foxfour, where for the first time it's hipfire kick got some attention.
In my opinion, it is still too little, as for some reason SCR was deemed too strong because of the charged shot (Why????) instead of near pinpoint rapid fire.

On the subject of how to fix rapid fire input devices:
On the 'No' list: hardware ban, hardware detection, banning of players, software limits to keypresses
On the 'A bad fix' list: ROF limitations
Usable solution for balance issues of rapid fire input devices:
KICK AND DISPERSION.
It there are too many shots withing too small timeframe, then the gun should be either hard to control meaning player skill is needed (to control the kick by fighting the barrel back down)
or by having erratic dispersion meaning the performance is weaker.
