Proto and officer provides a significant advantage, regardless of how well a group of veterans could stomp in standard gear. Payouts can be adjusted. Why would it further divide the player base?
If there are meta level locks do you not have to pick a meta you want to play?
Are you saying all higher level suits are just going to be blocked from all pub contracts? If that is the case it pushes people more to FW which is great for FW but not good for pubs. It is already hard to get anything outside of dom in a reasonable amount of time.
Payouts are all based on destroyed isk so there is no real way to adjust. Higher time in battle pay means more reward for AFKing and anything else requires a rebuild.
The point is that stomping would not be stomped because that is a function of skill bonuses and more importantly squads.

Apart from that: of course payouts can be adjusted. Lower tier suits could be made to add a higher percentage of their price to the pot. It's not like this is real, physical world values. It's as simple as adding a multiplier based on meta to the calculation, where low meta gives a higher multiplier and high meta gives a lower.
As for stomping being based on skill bonuses and squads only: you're oversimplifying the calculation. Those things are definitely a part of it, but gear, personal controller-twiddling skills and clever movement strategies certainly plays a big part, too. By clever movement strategies, BTW, I'm referring to flanking, sneaking, avoidance etc, NOT wiggle-strafing. There's nothing clever about that.
Giving suits a multiplier would just remove all hints of risk and reward.
TTK is already low, when you have a squad focusing fire it is nothing less than instant. This along with having extra people watching your back makes squads a massive multiplier.
Vets have extra shields, extra armor, and better module efficacy no matter the level.
Vets deal far more damage from any weapon thanks to proficiency skills and warbarges.
You point to gear but remember we are talking about meta locked gear. What this means is a newbie can not even grab AUR gear in an attempt to match the vet.
Flanking, sneaking, and avoidance are great hings to look at but remember they are quickly countered by more people watching and communicating locations as well as better ewar and most likely more scanning.
Higher level vets also have a significantly higher amount of versatility to mesh best with their squad.
Basically it does all pretty much come back to higher SP and squading up creates a very likely environment for vets to just keep right on stomping.
