let's start simple, then shake things up a bit, shall we?
the fastest AND lightest suit in the game is/was (until the proto-slots-for-all & assa's need-speed buff campaigns) the scout...
let's get back to that...
eliminate the strafing nerf for light suits... buff passive scan radius for all scouts
...it's nothing like having a fatty drop from "thin" air and greasing the floor with your lightly armored suit.. or even better... going over a hill, hearing an ADS lazily floating nearby then surprise.. a tank sneaks up on you...
..yes. a. tank.
..now that that's been adressed, let's talk about the looming race war (and subsequent e-war..lol)
amarr: the stam bonus is... meh, at best... ...and even with maxed stats (and limited slots, mind you) the best precision is 18dB) conversely: fully damped (fellow scouts) range from 13-16dB
what I propose is to normalize the precision with the profile bonuses, yet retain balance by making the amar a bit 'myopic' (after all, racially they're the heaviest, with the slowest movement speeds and heaviest armor...) slap on a racial bonus for uplinks and scoped range for laser weapons.. and they'd be happy...
(and for extra-credit, create another piece of equipment specific to the race...)
caldari: the farsighted... in my runs as and against calscouts, things seem "normal" (including the exploited slots for jumping (that's been fixed...)) for balance, add zoomed range to the RR, decrease the upcoming BP charge time/ROF to current vals.. et voila... still playable...
gallente: the stealth shotgunners, that caused many ppl to rage quit... increase recoil to said shot gun... decrease spread when ADS, and following the sighted theme... add scoped range to AR
minja: hack and slash. to give the ppl what they want, add a slight increase to speed while carrying blades... after all, the bonus IS to encourage bringing knives to a gun/laser/tank fight ..and of course, a nice range upping while scoping with the oh-so deadly combat rifle... (extra credit would be adding that scope to the assault variant... but one can only dream...)

Interesting proposalGǪ you cover a lot of ground here. I think the Strafe speed is in a good place. The overall movement play sits fairly well right now, and I don't see it as detrimental to scouts (I run all four scout suits, and not found this to be a problem with any of them.)
If Scan Range is increased I think that alone would solve a lot of the problem with Amarr Scouts. 20m would be reasonable IMHO. Though I would get behind an increase to Range Enhancers coupled with a normalization of range for all size of frames (This would essentially mean the Logi has the same Scan range as everyone else.)
I like the Stamina bonus, however I realize it is not at it's full potential given how stamina is used in game (Jumping/Melee limitations for example). Replacing this would not be a terrible thing. I've often considered an increase to Bandwidth/Level. This would allow the Amarr Scout to have more active Uplinks than other light frames, while still allowing for other approaches (RE/Proxies) to be viable.
Keeping to smaller changes like this would not require a rebalance for all the scout suits, and thus stacking more bonuses that may be otherwise unnecessary.
Another possibility would be to remove the Cloak Fitting bonus for the Role and reduce the fitting cost of the Cloak. Introduce an Efficacy bonus to Profile Dampeners as the Role bonus. While this makes the Cloak much easier to fit on other suits, without adequate Dampening the Cloak is not really effective. Scouts would maintain better Cloaking capabilities, but only when fitting Dampeners. Gal and Cal bonuses could remain as they are giving a slight advantage in having to fit less Damps than other Scouts. Amarr Precision would be valuable for spotting Cloakers of all Frame types including scouts. I'd still like to see a change to the Scan ranges in some form for this to be effective.

I agree with Llast.
I love my Minja, but that strafing through fire was broken. I want to have a viable suit based on balance and not mechanics I need to abuse to be relevant.
