I'm pretty sure SP doesn't build if your account is expired. (I know back in the day you could accrue data-cores on unpaid accounts and activate the account later to harvest them, but that was fixed.) |

But, it's more than just the desire for a port, it's also the need for a confirmation of a port.
If the player-base doesn't know their world will be around in a year, then there's little reason for them to build castles, compete for resources, endure game faults, spend money, or generally engage with this game when there's dozens of amazing games begging for their time, attention, and money.
A port in a year preserves the game. An announcement of a port in-the-now preserves the player-base.
