Just to piggy back on this, if you're newer, you're going to have a hard time funding this out the gate. PC players are mostly filled with bitter vets who have 70+ mil SP to their name and expect payments of 5+ million ISK each. Though from time to time you'll find rare gems who just like to play PC, but you won't find 16 of those guys.
Additionally, you'll be subject to attacks, so if you do gain a district, just know that you don't fund all of the above, win, and sit pretty. You will be part of an ongoing battle to hold onto said district and thus will need to fund it in a continuous cycle.
If you do decide to pursue, pay attention to your timers. Each district has a timer (2 I believe) per 24 hour period in which they can attack you. Some of these timers are not friendly for you depending on your timezone. You're not likely to find 15 other random mercs willing to fight with you at 3AM. You can change your timers, but there you can only do them at specific times. So pay close attention.
Being a newer corp and depending on who you pick on to take the district from, you'll likely have the same corp stack against you. Meaning, if your two timers are at 5PM and 9PM, they'll attack you both times. They do this because buying clones are not instant or guaranteed. They take time to arrive at your district.
You have District Alpha with 250 clones.
Corp XYZ attacks your district at 5PM. They beat you and kill 112 of your clones. Corp XYZ attacks your district again at 9PM. They beat you and kill 129 of your clones.
They've flipped your district and you're now out: - the cost of your clone pack - the cost you paid your mercs - you also didn't get paid for either losing match, so your mercs might also expect to be compensated for the suits they lost afterwards if it exceeds their payments, or even in addition to their payment
You also may not be able to keep all those same 15 randoms around for 4 hours. Also, with holiday season coming up, look into locking your timers. Or you'll be surprised you went on Thanksgiving/Xmas break with your family just to come back and find your district was flipped.
So with all that in mind, I'd strongly encourage you to find a corp you jive with. Tell them your plans to enter PC space. Do the research and be very smart about where you plan to attack. Just because the corp is a no name to you, doesn't mean they don't have an alliance behind them that will fill the entire opposing side with stacked vets from an alliance corp. Then get into a groove with it and have as much fun as you can.
There are also corps out there VERY active in PC. So if you're just interesting in joining in that aspect of the game without the large ISK sign, it might be more fruitful to join them.

Just as an aside, if this is your only goal for a corp (to make yourself money), you're going to have some pretty unhappy members. You'll paint yourself the new duna.
But any tax taken from your members goes into your Corporation Wallet. You'll find it in the corporation tab. You can withdraw from that wallet if you have appropriate roles. As CEO, you have that role. You can also assign that role to a Director if you trust someone. I've had that role before as a Director to pay for the lose of particularly expensive assets after a PC because the CEO couldn't always attend. Many ppl use this pool of money to fund PC, fund suits for your corp for PC or even to hire mercs.
EDIT: Also corporation events. I've been part of some cool corps that would host competitions for 1-5 million ISK prizes.
