When the LP boost did very little to boost participation because everyone still said it was too unprofitable. When did tanks finally get new variants added back in? When they were rarely seen because the ones available were garbage and could not at all be fitted to be able to play against A/V. By most normal logic one could easily say that CCP sees participation as "working as intended" and only stops to take a look at things that are so utterly broken that no one even participates. Rattati even kind of backed this up when people were first bitching about the warbarge saying that people are using it so he sees it as fine.
