Vehicle active Scanners only highlight players while the module is active, and in the modules scan area.
I propose that infantry active Scanners work similarly: Active scanner only works while it is the active equipment, like a cloaking device Swap to active scanner, tap r1 to engage the scanner. The scanner then continuously scans for its scan duration, only highlighting things while they are in its cone of effect. If the scanner is deactivated or its scan duration ends, it enters a full cooldown.

Put 4 flux scanners on a Gal Logi. Fill all his lows with profile damps, and all his highs with precision mods.
Have him sit in a corner someone 200m away and perma scan a point. You cant find him with scans, and he should be able to detect most scouts that try to find him.
Ghost can't do math.
This fit would be able to scan everything, but 5 damps doesn't get you below Focused scans, and 3x precision won't pick up well damped scouts.
I severely overestimated the base stats on Logistics.

Though Ghost was wrong, that fit (20.49dB) still can be scanned by anyone with a Duvolle Focused (20dB). So I don't know who would use it.
Edit: oh and its passive won't pick up any scouts with a single damp on past 7m.

However, if he swaps out, all the enemies instantly drop off scan until he activates the next scanner, unless you can only fit one active scanner per suit like the cloak, but I'm neither for nor against that.

There's a GalScout fit that does. And the scanner loses ties, unless some ninjapatch of late changed it. There're counters out there besides forumqq.

Also turns out they supposedly round the profile so the decimals in my earlier comment are irrelevant; of course that's under the assumption that the rounding is actually taking place (certainly wouldn't be the only thing not working as intended). If that's the case then almost all of that comment is irrelevant depending on whether or not the tie goes to the scanner.

Have at it, scanning isn't new to me.
Honestly I think a lot of these hype threads miss a very basic part of the future-verse DUST is. If you aren't running a total stealth fit, from frame to mods, you shouldn't expect any long-term stealth benefits. The minute theres a stealth detecting fit on the field, you'll be detected because that fit is dedicated to detection at its loss of performance in other areas. Just like to build a full-stealth fit that build will be compromised in performance in other areas. The scanner itself doesn't kill anyone, doesn't scan everything and anyone permanently and doesn't scan 360-¦. Even stacked and cycled groups of 4 don't. The luxury is even granted to those who've been scanned of a notification that tells them they've been scanned. Unlike the scanner who if his scan is defeated isn't notified that, Yes someone is there but you didn't scan them. A defeated scanner just shows no results.
Another player cited some testing he'd done with a m/kb and claimed 360-¦ results, but since these arent replicatable with a DS3 it was obviously an issue with m/kb input. Which is a different issue that comes up from time to time, depending on what the OMGNURF topic of the week is.
