I agree with you. It doesnt make sense to me that we get a notification that we have been scanned. However I have a counter proposal:
Why not have it so thst when you grt scanned, you get a tiny blip on your tacnet of who scanned you for a second?

I've suggested the reveal the scanners location thing and presented a reasonable argument. I was given a several pages of paragraph responses by trolls and major corp people defending scanners.

You could remove the "You have been scanned" notification and replace it with a highlighting around your own dot on the minimap with a color, say neon greenish? Or, move the "You have been scanned" notification under the minimap along with the highlighting & have the text notification not appear again after a certain amount of time goes by where you are not scanned? Have it just be a casual notification popup to alert you to the highlighting.

OP, the "You have been scanned" message are there for the exact reason you describe, to be aware you have been detected and act accordingly. I have personally no problem with the message itself.
Does this mean I think scanning is just fine? Of course not. I really like the proposal to make the person conducting the scanning visible in some form, to give it a clear downside making you think twice before you perform your "scannerias".
The most simple solution (right now) is just to temporarily raise the scan profile of the user during activation of the scanner, similar to how the cloak field is reducing it. This would make the scanner paint a bullseye on his/hers head for a short time, making him think twice when and where you activate it.

I see it more as a way to diversify scanning.
It would only make sense shorter range / weaker scanners haver lower impact on your scan profile. So, your Recon Scout should be fine as long he takes the small / short increase into account, perhaps offsetting it by cloaking up.
The GalLogi scanning platform on the other hand, will be a bright beacon for the duration of the game.

The other team's GalLogi is already a bright beacon so long as your team also has a GalLogi. Not many of these units are running the 5 complex dampeners needed to beat one another's 21dB scans.
If a profile penalty were introduced, Scouts who are using Active Scanners to compensate for their current weaksauce passives would no longer be able to do so. These units will have a far harder time identifying takedown opportunities and assessing risks. Their kill counts will decline as their death counts rise. Like I said, I'm on the fence about Scout nerfs as declining performance will clear up any question as to whether or not the class is underperforming and would likely motivate Rattati to take corrective action. Breaking eggs to make omelettes.
TL;DR: Profile Penalties only impact Scouts. Everyone else is already scanned. |

I actually quite like the idea of an indicator showing where an active scan came from. I'd rather that than painting the scanner. Not great for scouts using active scanners, but without being painted it's not a huge problem. Logis may well already be scanned, but this indicator would help pinpoint who was responsible for the scanning. Making them a great target for assassination to rob the enemy of their intel (briefly).
I'd like to see active scans change from painting targets to just a snapshot, revealing enemy positions. So, for example, if all active scan durations were reduced to 1 second (and the Gal logi duration bonus replaced) they would provide a strategic advantage, but not a combat advantage like they do now. It would also leave more room for passive scanning to be effective, and in turn more value to hiding from passives. |

What about changing Prof damps by adding an extra thing it does : if your scan profile goes below the scans being used you get to see the scan cone and where it came from for an increasing number of time per level. |

We already had scanners: the scout suit.
The only fix is to remove them or atleast fixate the scanned dot, it's not that the logi on the other side has his scanner out all the time it's scanned so how does he gets constant updated info? |

Ignoring the impact on scouts w/scanners, it would be really cool to see scanner cones illuminated on screen. Something like the glowing field of a nanohive bubble stretched into a far-reaching cone. Even if it were only visible for a fraction of a second, it'd still be really neat.

There should just be a better UI for it. I think it'd be best if it is focused around the health gauge.
When you're being repped, it blinks green. When you're scanned, it blinks yellow, but OUTSIDE the gauge, in a radar like fashion. When you're low on health, it blinks red.
Also, make hit indicators work correctly in close quarters. I get hit indicators behind me when I see the guy is clearly in front of me with a shotgun and vice versa.
Bam! A bit more simple, but noobs probably wouldn't understand it unless there was a UI tutorial or something.
