Dust is the only place that doesn't. Imagine if you could steal vehicles straight from the ports in highsec space. You park it, to do something, and it gets yanked while buying from a menu.
Even corps in EvE get special lockdown conditions for who can and cannot take ships from the docks, limited to same corp members.
They even have a "safe logoff" feature to protect your ship in the middle of a zone...

I just logged back into EvE today and my Mackinaw is still safe though when I disconnected last I was in low-sec. Thing is this is a QQ thread about what sounds like a sabatoge/betrayal which is one of the core elements of New Eden in general. So OP needs to HTFU.
What you said is Using ones own resources to damage another. --taking a tank does not fall in this. Swindling players out of items by using information and game mechanics. -- you don't swindle at all, so basically this isn't even close to what you are claiming.
Can you in EvE--- float up to an occupied ship, and take it while the user is in a menu? NO. Why not? Because it would take no effort to do. Which is basically what is happening here. They don't even have to hack the tank to gain access, they just force the owner into a menu (in this case the redeploy menu), and take the tank.
Imagine if I could walk up to you ingame, click a single button, and steal your entire dropsuit loadout, leaving you with the base 10 hp and no weapons of any kind. You'd immediately complain that everyone keeps stealing your suits. Why isn't this possible? It's New Eden right? Wrong...
Clearly you understand little to nothing about the courtesies and tactics of what is permitted and what is not within New Eden. Everything you can do to get an advantage or any of the "affects" you mentioned in your post require the player to get themselves into a position in which the event is then possible. You cannot do 90% of what you claimed from a neutral position. You can shoot down a ship to claim it, yes, but most of the modules and components will shatter along with the ship, as well as you need something to aid in your salvage, which means preparation. With a tank, nothing is harmed. Hence it is not even comparable to the EvE side of things. A lock would then suddenly make sense, because you would have to be within a position of capability, such as a direct squad member, in order to steal the tank.
