If you are using a Gal Scout a cloak isn't needed, the suit itself has too much dampening as it is.
Also instead of kincats use another rep, a range mod or another Dampener
and the sidearm I think you would be better off with an SMG

Don't fit a cloak until you get level 5. The fitting is just too much for a standard suit. Also, learn to be sneaky without the cloak since its not that good anyway. Anyone with eyes will see your blue tint when you move, having it will just make you a little less obvious (especially in crowded or busy places). A cloak will not augment lack of sneaky skill.
Get your profile level to at or below 20dB then fit ferroscale, reactive, or armor reps at your leisure and shield extenders in the highs. If you have room maybe a bio mod (kincat or cardiac reg) or damage mod in highs. Weapons to taste and I suggest a compact hive or link if you can manage to fit it.

you should get your scout maxed before fitting a cloak as the std doesn't really help you out much and the adv and proto cloaks will take up a lot of cpu and pg without the reduction even at level 3 and 4 you lose a lot of cpu and pg so try to damp up rather then cloak up until you get the skill maxed
I recommend fitting two complex damps and two complex precision mods, if you dont mind the low ehp you can fit biotic mods 1 cardio reg and 1 kincat or you can use two enhanced reactive armor mods or complex ones if you can fit them
a shotgun is most likely what you will be using but consider using NK's if you can get them to proto otherwise use your weapon of choice
the equipment can be hives, RE's, nanite injector, or a drop uplink all depending on what is most needed on the battlefield
I do recommend using stacked reactive mods with damge mods and a SG but thats more for an assault scout rather then a stealthy one
with two complex damps you should stay well under most radars other then the focused one on a gal logi and with your 16db you should be able to avoid most passive scans other then that of some scouts the inner ring will be what you have to worry about but you should be able to see most of anyone before they see you with the two complex precision mods

Shotgun doesn't need damage mods, in my opinion.

You can also fit sniper rifle + one complex damp + green bottle + cloak(other slots your choice) , right after match start, run to the enemy redline, and try to troll some Proto snipers.
Though not all of them notice that they were killed from 2-5 meter  . I killed some russian guy today 5-6 times in a row and even got a hatemail. Inspired by "Troll the noobs" video 
Its not much of help to your team of course, but if your target is proto + TALE/Roden, than it is. Not every map is suitable of course.
But mostly, shotgun + damps + re, and never stop running.

Suppose you could put a cloak on it. I suggest learning to run a scout without a cloak first....if you're quick enough and can find cover, you can 'disappear' without one. .

How about this:
Enhanced shield extender (shields are good on scouts, doesn't matter what race).
Precision enhancer (effectively doubles scan range)
Complex kincat (awesome with shotgun, lower tiers are poor)
Profile dampener (Gallente logis will still scan you with only level 3 Gal scout, so consider a second. If using one it doesn't have to be complex).
Ferroscale plate
Reactive plate
Shotgun
Bolt pistol
Flux grenade
