Currently EWAR AKA passive scans are alright, not good, but not entirely bad. I'd like to suggest a buff to passive scans WITHOUT making scouts FOTM/OP again. Here's my suggestion, bring back directional EWAR, but make it more specialized.
Here's how it would work, instead of giving a bonus per level of EWAR, give a bonus to the module EQUIPED, not just have an Eagle eye passive scan without mods. Granted you're EWAR would be better then average cause you're recon, here goes.
Gallante Scout- Bonus to profile dampening module per level Minmatar Scout- Bonus to codebreaker & nova knife damage per level Amarr Scout- Bonus to precision enhancer module per level Caladari Scout- Bonus to range amplifier module per level
I'm also thinking of giving both the Amarr & Minmatar scouts a bonus to biotics modules as well, as the Amarr are slow & precise and Minmatar are fast hit'n'run types. So as you can see each races bonus would only kick in if you have the module equiped that gave the bonus.
Another problem, cloaks. Combination of near complete EWAR blindness and delay make the cloak not as popular. Which is partly a good thing because the combo of shotgun, same EWAR cloaked or not, plus no firing delay from cloak made it more of a combat tool then a recon one. Which made scouts FOTM/OP. So that needed to change whether people liked it or not.
Here's my proposal for a buff to EWAR including cloaks.
-Keep the delay -Keep the cloak blindness but give directional EWAR [which way enemies are facing] -Non-cloaked scouts would have complete passive scans as long as thy equip EWAR mods
I think gallogi can keep there active scanner bonus, since both scouts and gallogi have scans, but i can get under any scans but other scouts aren't as fortune as i am. Hmmm.... maybe a slight nerf to gallogi scanners.
One more thing, i think. The inner ring of death. Its difficult to sneak up & knife someone. Now with the inner ring that you pop up on no matter how many dampeners you put on. So now you don't want to use damps so you're saying you know what, speed is better. I can close the gap faster then they can react. Drawing scouts away from there lifeblood, speed AND stealth.
You don't need to follow the rules of the game just keep breaking it until it works-JSE

You make some good points, but if you want my opinion, I think we're all shooting blindly at a moving target. Changes and tweaks which might work well with present EWAR mechanics might not work well at all with future EWAR mechanics. Yesterday, we learned that Rattati has some big ideas for EWAR. There's a good chance that some (if not all) of those ideas will make it into the game and significantly impact EWAR interplay as we know it.
In short, it is no doubt fun and interesting to debate all things EWAR, but hammering out tweaks to the current system became a futile exercise as of yesterday. I think your and my time would be better spent focusing our feedback on the future system, rather than trying to finetune and polish an outgoing one. My two cents, of course.
