It's gotta be another component factory. I mean, at this rate, it would take years to fully upgrade all the subsystems.

they should make it a recycling center and allow us to exchange the salvage we get for wbc
however I have noticed that the drop rates of the salvage items have been dropped perhaps even removed entirely if so I would suggest to bring them back to allow this to work with another possibly subsystem allowing those components to be used to fabricate officer or experimental gear maybe both

I imagine it has something to do with salvage / crafting. Has anyone else noticed increased salvage parts drop chance or is that just me?

I doubt that the salvaged stuff will be used for crafting. They all say burned , crushed or depleted.
How can you make something from just scrap?
They even sell to 10k isk a piece

What I don't understand is why we could buy 6 and 7 and they aren't even available yet. I'd have rather spent my components upgrading my other subsystems from level 4 to 5

In EVE you make ship rigs from brunt, crushed, junk. Maybe we'll get dropsuit mods? 
The scrap is intended for crafting. When/If we get crafting is another question. What we'll be able to make and how it'll work is yet another one.
