Kincats? Lag? Try turning up your sensitivity on controller. Maybe that will help

When I start shooting at someone, and they begin to, what I will call, "teleport strafe", where their moving suddenly appears 3-5m from where they were with no animation getting there, allowing them to avoid my fire. What is causing that?

Stop, now they are instantly to the left, stop, now instantly over to the right. It is very advantageous for them.

No frame rate problems any other time, and it's the same player the entire match, and only when they begin taking fire.

I have seen it many times.

I have talked to my parole officer about it and how angry it makes me, but he didn't have an answer.

this is likely due to players that do not play on their home server, ping is most likely the culprit, there's not much you can do other then use an automatic weapon and just fire in their general direction if you cant guess where they actually are

this is why most automatic weapons are better to use and why sometimes you seem to miss every shot against certain people

i wonder how good EvE would be like this, you target a pilot and fire, oh no wait he's on the other side of new eden, joke game

lol this does happen if you aren't aware perhaps not to that extreme but you can be attacking someone just for them to warp away, and there is even lag in EvE the time dilation helps to fix that tho and things like the stasis webifier makes it so they cant get away
