I'm a Sentinel and even I say hell no to that.
I like the multi-level charge idea and that each level of charge costs ammo but the damage is way too high. A 5000 damage alpha hit? CCP would never go for it.
We don't need a Giga Wave Cannon in this game.

I do want a plasma mortor thoug, something to keep them at range while my units advance. .50 cal represents bullet size and yes is still relevant given it's a hybrid technology! Plus one thing proven through out history is: old doesn't mean useless. Case in point is the Minmitar HMG. Logically thinking about why this weapon works is simple: hit target with enough blunt rounds and the constant barrage weakens the shield overloading it and shutting it down to get to the classic armor plates method (which is as old as war itself, the more armor the longer you live), since the HMG uses projectiles it easily and familiarly eats away armor. Had to put down that thoughtless statement...
Minmitar weapons are the only projectile (bullet) weapons, so using caliber makes sense for Min weapons. Gallente is plasma based, so caliber has no real baring on their weapons.

Exactly what I was thinking but want quite sure. It should be a scattering weapon like one that breaks up groups like a mass driver, but not one to solo a team with.
Compared to the (light) Plasma Cannon, the HPC could be slower charging, higher alpha, larger blast radius but slighly less splash damage.
