Are those 5% bonuses per level on skills really making all that mich difference? I don't notice it enough. Where da maths?
Hacking, damage, scans, cooldowns?

I was able to tell a difference. Have you maxed the skills out yet? Trying to focus on the difference between level 2 and level 3 of a skill is not as noticeable as focusing on the difference between level 1 and level 5. |

If you can't tell the difference your senses must be off. Passive skills are one of the biggest things that separate vets from newbs.

Passive scanning skills are an unsung hero. Even as a sentinel with no ewar mods, if you have your scanning cores maxed you are going to see that enemy sentinel with lower core scan skills, way before he sees you on the minimap / radar.
The bonus only gets more pronounced the lighter your suit gets.

In a video game (think about that and all it implies) with shoddy mechanics and programming along with inconsistent weapons et al behavior yeah MY senses are off. I don't see much if any difference even with the skills I have or have had to 5. Not enough to warrant putting the sp back into.

Do a test, go hack something with no hack skill and time it, then do same with it maxed out. The difference is your bonus and it is noticable.
Also look at your damage modules and the bonus they give and what you get with maxed skills. Would you run around without damage mods?

Here are some of the skill books that have the most noticeable differences in terms of the visible effects they have with their bonuses.
- Hacking
- Profile Dampening (YOU HAVE BEEN SCANNED vs SCAN ATTEMPT PREVENTED)
- Reload Speed
- Armor skills
- Shield skills
- CPU & PG skills
- Weapon proficiency skills
- Dropsuit role skills (ie: Minmatar Scout, Amarr Logistics, etc.)
Here are some of the skill books with the least noticeable differences.
- Ammo size skills
- One of the biotic skills that don't need a biotic module fitted to work.
- Weapon optimization skills (especially that Nova Knife Optimization skill)
Of course, we can't really forget about the one skill book that offers literally no difference between Level 1 and Level 5. The one for the mobile CRU. Seriously, take a look for yourself. There is practically nothing offered passed level 1 in regards to the mobile CRU.

Oh I know all about the mCRU since I use it regularly on all vehicles. A bonus to spawn speed together with a further uplink nerf would make the mCRU more desirable and give a transport vehicle user, especially the DS, a more useful role.

So lets take the commando's 10% damage bonus and add on just the warbarge 5% damage bonus, for a total of 15.5% increased damage.
It takes a (for example) 3 second time to kill and drops that down to 2.7 seconds, another 5% on top of that and you're down to 2.535 seconds to kill. That's almost a full half a second, which may not sound like much... but it's actually HUGE.
Now if you combine this with slightly faster reloads, slightly less dispersion, slightly more ammo etc it gets pretty crazy.
I mean the ammo skill for plasma cannons effectively increases its ammo value by 55%, and the reload skill IS a dps increase (compounded by other commando skills and gallente commando plasma damage increase).
