Might it possible to incorporate into crafting a better Dust / Eve Link?
Could be as simple as periodically updating the News Page in Dust and maintaining a related rotation of rare drops in salvage. The News Page would provide mercs with a brief synopsis of any major events happening in Eve, and advise them to be on the lookout for gear and/or crafting components they may come across as result.
"Drifters are up to X, Y and Z (obviously, a little more detail would be fantastic). Damaged Drifter tech, presumably discarded in orbit, has been discovered on several planets in Molden Health. Of particular interest to mercenaries are a number of unidentified prosthesis. A biocatalytic compound within these prosthesis is being extracted and repurposed to augment existing combat biotics."
Rare Salvage: * Unidentified Drifter Prosthesis (drop rate X%)
Uses: * Disassemble to yield Ingredient: Drifter Biocatalytic Compound (5) * Combine this compound with Complex Biotics to yield Super Biotics

Again, only spitballing here, but I'd recommend that the crafting station be unlocked by Warbarge Level 1 rather than Level 5+. Ideally, crafting will encourage activity at all levels of play rather than just the late stage levels. For instance ...
Level 1 Warbarge, Crafting Subsystem I: Disassemble items; access schematic index; craft Advanced modules and weapons.
Level 2 Warbarge, Crafting Subsystem II: Craft Complex modules.
Level 3 Warbarge, Crafting Subsystem III: Craft Prototype weapons.
Level 4 Warbarge, Crafting Subsystem IV: Craft Experimental modules.
Level 5 Warbarge, Crafting Subsystem V: Craft Experimental weapons.

Idea! AUR Conversion:
Experimental Ingredients are listed alongside other Salvage but are sold AUR instead of ISK.
AUR Conversion adds substantial value to Experiment Ingredients for early career mercenaries. These players stand to benefit much more from accumulating SP than crafting end-game gear or stockpiling rare doodads. When players (especially newbros) realize that grinding sessions translate to free boosters, they'll do exactly that. This is one more way to potentially narrow the SP gap between the up-and-coming and the old-school.
Further, AUR Conversion would serve as a scarcity control to ensure that Experimental Ingredients retain value even at relatively high drop rates. In short, Experimental Ingredients will be valuable to all mercs at all experience levels, and the grind becomes more rewarding for all.

CCP has even pulled most of the Dust team away to work on side projects and random whatevers. With that being the case thinking that they are going to turn around and pull Eve developers away from what they are doing to work on something for Dust is just plain bonkers. The Eve link is not going to happen any time even remotely soon.
I do not mean to be negative. The only reason I bothered saying this is it seems like you have some decent ideas that could be well put to use if you focus on realistic aspects. Everything I've suggested can be accomplished using existing in-game assets, interfaces and mechanics. The only missing component is Crafting, which I assume has already been developed as it is scheduled for implementation next build.
Nothing I've suggested is beyond the reach of the current Dev team.
