How do they exactly work ?
I know the -/+ % on them affect the 10 seconds , but their timers vary quite often on the moment I have to respawn.
Even 15 sec links , after a while , decrease to 12 seconds.

What do you mean?
For every second spent bleeding out, you lose a second of spawn time. So, if you spent 5 seconds bleeding out, if you're spawning on a CRU, instead of waiting 10s, you'll only wait 5s.

If they terminate your clone you will get full respawn time
If they leave you bleeding out you will have shortened timers
Count % towards 15 sec.

I'm a amarr logi and it can vary at times.
Depends on the link and the suit its deployed from .
Occasionally you will see a uplink count down on the overhead map. I believe that is a good uplink (8seconds) with several people spawning on it. So I think the timer goes up as people are deploying on it and counts back down (to its original timer) as people spawn on it.

Spawn timers should be brought down. That's more time spent killing, faster battles.
