give every weapon a secondary function,
theres a couple that already have this, for example the ion pistol has a match trigger as well as a charge option.
so for example the rail rifle, instead of having two variations you have one, it starts as an assault rail but with the press of a button the scope comes out of the weapon and changes it to a specailist rail rifle. Same for the assault rifle, and scrambler. the swarm and plasma cannon can turn into a mortor like from battlefield, the nova knife has a blade that can shoot out and then nanites recreate the blade again. sniper rifle change the scopes vision from normal, to thermal to heat based or light based nightvision.

Well I hope that you're right, but when they said that they don't know what they want to do with Legion then it really just brought up the idea that they're putting a skeleton crew on dust and they put everyone that was working on Legion on different products like EVE, Gunjack, and Valkyrie, till they get enough money from these products and whatever they can squeeze from Dust to be able to fund Legion or at least be able to get their companies reputation to a point that they want it to.
But ya basically my guess is Legion is on hold and no one is working on it till CCP is confident enough and so are their investors.
