I have been here since closed beta, since the very first server stress tests. I have seen every iteration of shields and armor.
I am of the firm opinion that we need to do only one thing to bring shields back to competitiveness: Reduce shield regen delay by half on all suits, but keep shield depleted delay the same.
This will allow cover to cover gameplay against armor suits that shields were supposed to be used for, it will allow shield users to duck and weave and make them strong in mid-long range engagements vrs armor users, where armor dominates at this time.
This will still allow armor to keep its cqc abilities and armor also still has repair nanohives that give 70 hp/s, repair tools and unstoppable regen.
I believe this will bring good balance to armor and shields.

I say more of increase the damage resistance for shields increase TTK a bit as well as give people with less shield a chance. right now it seems if you don't have near 400 shield you don't last long in a firefight would help new players survive enough to run away

Not saying that I fully disagree but halfing shield regen delays would make the Balacs suit a god amongst men. It would almost be repping shield in between bullets :p

Give shields the same hit points as the armor counter part.
If amarr has 120 shield and 200 armor before adding mods the have the caldari have 200 shields and 120 armor. Next is the balance of shield regen on both suits and armor. Keep it simple.

Speaking pure base HP, you should be comparing to the Gallente, who move at the same speed as the Caldari. And oh, look at that, same base HP.
