I think that your Corp owning a district should give Planetary Interaction (PI) bonuses in EVE, so that if your Corp owns a few districts on the same planet then EVE characters in your Corp would be able to get PI yields on that planet in Low Sec which would be equivalent to production levels that would normally only be seen on a Null Sec planet. (PI yields are highest in Null Sec and lowest in High Sec.)
I also think that for every district owned by the Corp on the same planet that 3% of the ISK earned through taxing PI transactions should be paid to the Corp in DUST ISK rather than EVE ISK. (EVE Corps that don't do PC will not own Districts and thus all their PI tax will be paid in EVE ISK, but Corps that hold Districts will get some revenue DUST side from the actions of EVE players in the Corp.)

I'm all for ideas like this!
I don't know EVE well enough to really understand how this would function, but it layman's terms it sounds like there is an incentive for an EVE player to be in a corp that owns Dust districts, which sounds great to me.
I've posted several EVE-Dust interaction threads, and from the responses I really get the impression that ideas like these would be up to the EVE devs/community, not us, unfortunately.
But anyways, I think this is an excellent.

I like the idea of PI planets being attackable and taking place in a complex so that you can affect a corporations ability to make things

I agree. EVE players should have a acknowledge precision stroke or betray option in which the EVE player has the option to send the strike directly to the one who requested the strike! (You know like an option to decide loyalty or betrayal). Make it interesting and add a comment in the Dust514 kill feed (player name has been betrayed) followed by their death on the regular kill feed. |

I think EVE players should be able to bring up the map view of the DUST battle in an interface window and target their own orbital strikes, but that is not the topic of this particular thread.

When PI was introduced there was an assumption that PI installations would be attackable by infantry when DUST was released, but by the time DUST was in Bata PI had become a popular component of EVE and many EVE players did not want their stuff taken by someone in another game that they could not directly defend against.
This proposal allows DUST to positively effect PI for EVE players who team up with DUST players, but has no negative impact on EVE players who want nothing to do with DUST.
