How heavy HMG, MD, scout shotty and RE spam combined with turtling is tactical?
That is called formulaic. Now if CCP would like to define this game as a "Formulaic Shooter tm" then fine. Or, if they'd like it to be an arena rumble a la Unreal Arena then also fine.
Right now it is lacking the tactical part. Grrr!
Give me more tactical ground combat game. My cat's insulin shots are less predictable.

I think the argument is better defined as why is the turtle strategy so effective.
That particular strategy is as old as heavies and reppers. Shoot the logi first.
It's hard to beat up hundreds of armor piercing bullets using only your face...
