I tried a couple times to get him but all in vain because of ******* redline timer
You could try the "I'm not a complete idiot" method and use a Forge Gun? You know.. make him fall back from forge fire, while a tank is being called in? Pretty sure he rolls back to avoid being hit, and if he comes forward to attack while the tank is coming down, he's a gonner.
I use Standard Forge guns when I do this kind of thing. No damage mods. Also.. if the tank is called in behind a building.... there is very little chance that he can hit it in time.

Am I not making it clear just where he was positioned? On a hill. OVERLOOKING the entire field, in his redline. The only way to call in a tank is from deep within my own redline. Can't even get close to him in a vehicle because, he can see everything.... and even when he rolls back he can still retain some field of view... Not to mention you couldn't even get the correct angle to hit him at(unless on top of a building, but can't get up there because 1. his whole team is already rooftop camping and 2 he can hit you down with rails)... Again i'll say it again, the position he was in was advantageous and I didn't have enough time(redline timer) or firepower(equipment won't deploy in redline) to kill him. One hit and he went back to another vantage point. ok?
As a matter of fact NO. You did NOT
So you should: 1. Find the Game Mode you were playing. 2. Find the Map you were playing. 3. Tell us the coords of the so called "ultimate tank".

The list for Domination maps:
Domination Map Listing
Each mode has it's own lists. If it's not on here, then oh well. Dom and Ambush are the least regulated of all the gamemodes.

Blame your team as much as you should blame map design.
Ps. Rooftop capming? Ever heard of a sniper rifle? I started, and I cleared out most of the rooftop(couldn't clear out highest building, cause I couldn't see up there, but I cleared out the building right above the objective) , but you know those assholes can't stay off, so they either do that uplink glitch where you can't destroy it, or they keep coming back to the roofs In this case (enemy keeps returning) you should keep sniping as it helps your team quite significant. Believe me, there isn't a building high enough to not get killed by a sniper. Ps. I think the map you refer to is "Manus Peak"
That's what I was thinking at first... but you can spawn in vehicles safely behind the mountain on either side of the map. You also cannot shoot across the map with a tank.... and both sides have the same kind of hill-hideaway. If the description is valid... anyway.
