In my experience the answer is no. I can put the crappiest militia uplink down and get a full 6-16 spawns off it, even if it's a lousy location like inside the MCC of the redline. However a drop ship right over the objective, and in some crazy cases inside the objective if I'm feeling bold and bored almost no one ever spawns via the CRU unless they plan to be lame drop ship bunnies and think they can hit something with the turrets.
I always thought the built in CRU's would be awesome, unlimited spawns on demand. Something to go with my general focus of being an uplink specialist, aka Amar logi. Unfortunately it doesn't seem like any one ever spawns inside a vehicle unless it's a tank, and then they won't get out. Sure squad mates you can talk to might do it once in a while, but the average blue berry doesn't seem to want to touch a DS.

Didn't know about the bug to be honest, it would explain a few things. Basically only people who bled out or got killed by an explosion/terminated would even see it. That said I would think a mobile CRU would be a good place to spawn, if a slow one. In the very least your assured you won't be spawn killed and that some one is 'watching' your spawn point unlike an unattended uplink. Even if the DS goes down you usually have enough time to bail before you would die. The only real downside, other than the bug, to mobile Cru's is the spawn time. It's pretty much ten seconds with no upgrades possible for higher level equipment or skills.

Another funny bug is when you click to jump out of a DS it's a bit random in where you get out. Often the poor saps who actually do spawn in and jump out I road kill mid air despite flying slow and in a straight line. They spawned out in front of the DS for some weird reason.
