Their is a reason project legion was never green lit and that's because Rattati started generating a lot more money from DUST.
Actually most of the original money for Dust came from a venture capital firm that bought into convertible bonds from CCP to fund Dust. http://techcrunch.com/2012/08/09/ccp-dust-514-funding/
Those bonds were bought back around the same time that the Legion trademark was dropped. http://massivelyop.com/2015/05/18/ccp-games-buys-back-20m-in-bonds-drops-legion-trademark/
Dust was and is run from a totally separate studio than Eve which would make it difficult for them to ever share resources.
Meanwhile Gunjack was created in the same studio as Dust while admittedly many of the developers had been removed from Dust and kept off of Dust to work on mystery projects even tho we continued to support the game.
What games would you really say are supporting what games?

Won't lie, looks really fun. Though as someone said it's the mindless arcade game fun where if you have a couple minutes and don't feel up to playing a more involved game you can blow time there. Also since it doesn't appear to be to involved I don't think that a game like this would cost to terribly much to develop yet has the potential to make CCP some serious money, as such I don't think this game is a waste of their resources that could be better used on Dust or whatever the attitude attempting to be perpetuated is. To me it seems like it'll be a fairly cheap game that will bring CCP a decent amount of money and at the end of the day be good for all their projects.
I think I know a lot.
I can run just about anything.

Trying to explain a bit about the "free time" part.
Many developers (myself included) actually enjoy programming. As in we program both at work and in our free time. This may be a hard concept to grasp for many people who try to keep work and leisure as far apart as possible but many developers are happy working on side projects in their free time.
Normally these fun projects are different from their main work because... well being part of a larger team often means you only get to work on small, specific pieces and don't really get to play around as much as you want to. (Lest you accidentally break things on your branch... not that that's ever happened to me... ha ha ... ha) During these fun projects though you can normally work on other things, be a bit "lazier" in how you duct tape things together, etc.
Many gaming studios acknowledge this and will even let employees use company resources (art assets, the company computers, code bits, etc) to work on fun projects as a "bonus" to the job. (My job isn't gaming so I don't get that.)
A good parallel is imagine a smith working at a blacksmith. Their main job may be to make practical things like metal furniture and signs, and other such things. As a bonus however they can when off the clock use the blacksmith to make fun projects, like swords and ... more swords.
Now to the current situation. Sometimes these fun projects are of high enough quality / enjoyable enough that they are marketable. For the company this is great as the employees already did all the hard work of initial concept, and getting a proof of concept working, and since they were using company assets (as was agreed upon) the fun projects are technically company property.
Going back to the Blacksmith example, this would be where a smith creates a good enough sword to go up on the storefront display for visitors to purchase.
Put slightly more cynically: It's a way where companies can profit from employees off time by having their free time become bonus work time, and they don't even have to pay them for it.
