As someone who has used the ASCR from the day it was released, I can tell you that this has never been the case.
At one point the ASCR was underpowered because of the armor buff, but then it itself got buffed, and they put it on the mlt suits, and now there's a standard version, and a mlt version...
So pretty much anyone can use it, plus you see it a lot more now.
But trust me when I say that it is definitely not broken. It used to do 95% damage to armor if you maxed proficiency (over 100 if you used a damage mod)...so it isn't anywhere as OP as it used to be now that proficiency only affects shields

No it obviously does not do the same dmg to armor. Run into a armor stacked heavy or assult and you'll notice the difference. most likely you'll over heat or die before their 700+ armor runs out. Not to mention at a distance you can still take down some one's shields but their armor reps go faster than your dmg to their armor at 70 or so meters.
What makes the AScR seem so good imo is the high rate of fire and extreme accuracy. This means jumpy scouts and such get hit despite their best efforts, and they had mostly shields to begin with. Slower suits despite being armor based are easy targets. Even hip firing you can get mostly head shots with ease. Rapid fire head shots take down almost any one with ease.
The other problem people have is they look at the AScR as if everyone is running an Amar assault. Without that bonus to heat build up it's not nearly as good. You can very easily over heat before some one dies if your not careful. Maybe adjust the heat build up bonus in some way but imo the base rifle functions itself shouldn't be touched.
Frankly though since the last patch to the Scrambler I see far more kills by rail rifles than anything else lately. What people don't realize it's not how OP a weapon is so much as which suits are popular. For a while Amar was the big thing, and a lot of their apex came with scrambler riffles. Personally I never touched a scrambler riffle till I got one with my Seraph suit. I ended up liking it enough to skill into it, it happens with a lot of weapons though.
I mean I just started going into combat rifles due to my Mim Commando suit and I'm pretty happy with that one too, except the small clip size.

what makes you say damage to shields and armor the same?
I have noticed it takes a bit longer to deplete shields now,
However I explain that by the fact that the standard a advanced suits have more slots so their more shield tankers,

On a way yes. Most people run armor tank meaning the have low shields. The scrambler rifle is a high damage weapon. Even higher with shields but still high in armor. Since armor tankers have less shields, you can immediately obliterate thier ships as and start doing high damage to armor. So yes in a way they are EXTREMELY AND VIOLENTLY OP.

I have been running the same exact fit for a year and I'm telling you I can see the dmg every bullet takes off and for some, there's no difference between shield and armor. I've been here since "dust" so I have a history to pull from. 138mil sp rank: General
