I've been noticing proto-scanners and Gallente logi's scrubbing around harder than Mr. Clean, so I've created a build that came to the top of my mind after encountering 3 proto-scanners at once!
The Builds...
Scout X-1 (Works on every Scout I know except Amarr, I don't play Amarr)
Militia Shotgun/Shotgun
Submachine Gun/Any sidearm that will fit.
3x Basic shield extenders (can be advanced if engineering and electronics are skilled into)
3x Enhanced Profile Dampeners (Drops your scan profile to 1 db below proto scanners, the ultimate troll)
No equip.
No Grenade.
The build is meant to be cost effective, scanning proto's get overconfident and rely on scans for everything, break the defenses and sneak around them. Kill enemies if you can but focus on Drop Uplinks if you can, that'll stop their advances for a while. If you have an advanced scout suit you can fit advanced shields, grenades, and if you can fit it, a cloak. Cloaks aren't necessary as you shouldn't be running around in the open anyway.
Well, what is it? Any elitists scanners here to say that they're different and will still kill me? Entertain me more casuls.

Hmm... valid but if I was to switch to an adv frame and fit complex damps, I would be able to cheese a few scans.

Just so cool. An Amarr scout would probably be better for following the OP's plan than Minmatar.
Wow I've thought about it, and you might actually be right. The extra armor and stamina could be good for tanking a shot or two and sprinting to cover, and when they scan you, they won't find you so they'll just walk into a face full of plasma. Thanks will try it out today!
