No, it's not.
If you actually look at the graphs you can see measures of the period averages. They are clearly lower now than previously.

lol so did I :) Got a sweet deal from a good friend. But overall I think most people will upgrade to PS4. And now I-¦m hearing talks about the 2nd edition PS4 having 4k and coming out soon Gäó How tempting will that be if you have the screen to match it?

I made a thread about this; linky. Warlords 1.2 has actually increased concurrent player logins, but that wasn't unexpected. Patches cause spikes in logins for 3 - 4 weeks then another drop. This "surge" of concurrent logins is equal to the averages back in February 2015 though.
I will wait until August to see if we maintain these concurrent login numbers.
A bit off-topic, but still relevant: CCP Shanghai can patch and patch and patch Dust 514 but it won't stop players from migrating to newer platforms and higher quality games. So long as Dust 514 remains on the PS3 these patches just delay the inevitable by a couple weeks.

Indeed, the highest was over 9k, but immediately that dropped to a stable 7k for a while. Then we averaged around 5k. Now we're down to 2.5-3k.

There have not been any confirmations that there even will be a PS5. At this point the system is theoretical at best. The way technology is going they may just release superior versions of PS4 instead.

According to the graph the low point was about a month ago. Player count has been going up steadily this month.
I have seen this myself in game when flying my EVE character from DUST system to DUST system. The number of mercs in Local seems to have gone up about 20% since last month.
Hand/Eye coordination cannot be taught. For everything else there is the Learning Coalition.

Thank you Fox Gaden!!! The first person to point out the clear inversion of the downward spiral we had for months.
If you guys look closer, the real change happened when the 'new player generation' data (see eve-offline please) started to pick up momentum, a few weeks before the concurrent numbers showed something new was going on.
No doubt people are leaving (as always), but what really matters is many more are coming in and staying around. My anecdotal perception of people leaving is on my contact list stats: a quarter of them have no kills this month. But even that is probably missleading since most of these guys and gals have the habit of taking vacations about this time of the year...
TL:DR
Take a look at the numbers guys. Things have changed... but I believe we will only have a feel for what exactly is happening once the CPM2 is in.
