In a test I made using all three tiers of the Assault G series, I've been able to show how the kinetic catalyzers power grid progression is too steep as well as its CPU requirements, though to a lesser extent.
The fitting is as follows: 3x light damage modifiers Assault Rifle Ion Pistol Flux Grenade Active Scanner 2x Armor Repairer 1x Reactive Armor Plate 1x Armor plate 1x Kinetic Catalyzer All of these are the standard variants for their respective tiers.
At standard with all fitting skills at 5 with exception of Assault Rifle Fitting Optimization (at 4), and Ion Pistol Fitting Optimization (at 1), the total fitting cost comes to 191/222 cpu and 39/41 PG.
At advanced, the fitting already starts to run into problems. The cost comes to 332/333 cpu and 65/62 pg. This can be rectified by switching from the A-86 to the A-19 with no sacrifice in performance.
At Prototype is where you really hit a brick wall. The total cost comes in at 521/499 CPU and 111/92 pg. The kinetic catalyzer is single handedly the most expensive module on this fit, even before Fitting bonuses to the weapons. It also doesn't help with the fact being the Gk.0 struggles to get a decent fit without it due to the constricting fitting capacity.
The only way to get the fitting to work at prototype is to sacrifice damage output and put an Enhanced Power Grid Upgrade at minimum, leaving you with 490/499 CPU and 102/103 PG.
It would be very much appreciated by the whole community if the fitting requirements for Kinetic Catalyzers got reworked.

Actually I think the fitting requirements for kincats are too flat. The STD/ADV versions cost a rediculous amount of PG for the benefit they provide compared to the complex. I have detailed this in an old thread... here.
As for your fittings here, I dont think you're supposed to be able to fit a proto dropsuit with all proto modules. No suit I know of can do that unless you are using lots of precision modifiers/dampeners (you can get close with pre-fifth module min commandos, but not quite).
I'd suggest dropping a light dmg mod and adding a precision modifier, it actually helps quite a bit against scouts/assaults/heavies/yadda yadda in CQC. |

You can fit a suit 100% proto.
You just can't do it around shields, armor and biotics in any way, shape or form.
It was set up that way to prevent "perfect PRO fits"
Part of the design is that every fit must sacrifice something.
WoW has taught me that Purple means Legendary. This means Quafe suits are the optimal loadout for killing all of you.

Part of the design is that every fit must sacrifice something. It's not an answer I like, but it sounds fair and I can accept that. However, I believe kinetic catalyzers should still be looked at. They aren't friendly to anything that isn't a scout frame. Not even regular light frames.

I doubt they're going to get a serious pass unless the hard-coded "speed limit" can be flushed down the crapper, either.

KCs are still just a bit too steep on PG, especially as they're a module that's go complex or go home. Most "utility" modules need a fitting pass, imo, if only to encourage their usage. It should (well, almost) always be easier to fit something that isn't raw HP than the HP itself. More fitting bonuses vs blanket reductions might preferable for balance in most cases, though.
