The damage difference between a Standard Sniper Rifle and a Prototype is 20 damage, while the difference between a Prototype Sniper Rifle and a Thale's is 123. Sniper Rifles should follow the same damage/range design philosophy as everything else in the game. The longer the range, the less damage it does. If we give lower range rifles the higher damage then we force true-snipers into engagement range and redline snipers are much less viable - reduced down mostly to a nuisance/irritant than a lethal force.
3) Kill the sway.
The Sniper Rifle is the only weapon in the game in which you have to worry about sway and a big hinderance on 'combat snipers' is mobility; having to crouch and steady the weapon in the middle of combat. It's a lot to ask of someone to be precise (aligning a single pixel on top of another pixel) but to do so while being completely immobile is punishingly difficult.
4) Roden needs to be more accessible.
Highest damage with a single shot in the magazine that focuses on precision and accuracy, which would be great if it were more accessible. You can't trade it, you can't get it on the market, and the only way to actually get it is through salvage. It's rarity makes it unlikely to be used for fear of losing it, compared to the Thales which is better all around (except damage) and has much higher availability.
ok I will answer your questions. number 1 - like all weapons the damage is the same (which is roughly) 10% different as in other weapon from basic to proto. thales are OFFICER weapons and have better stats. plus even using a militia sr (no skills or damage mods) with a single headshot the damage is roughly 650.
number 2 - the rate of fire, scope sight, clip size, & carrying ammo are the reasons for the tact having a shorter range. the tact sr is made for in a socket use that a long range killing. it has double the ROF than the normal sr. it is also a great counter sniper rifle you can line up a headshot and hit the target twice before it can move and that does a lot more damage than a nomal sr single headshot. look up hotfix Delta for more reason on the changes.
number 3 - CCP did not want quick scoping in dust. even real life snipers need 3-5 seconds to calm down to aim right in the thick of it battle. so they add swap and all you have to do is couch and wait 2 seconds at most for it to stop. plus the operation skill helps kill 25% of the swap. if you want a sr for the middle of the thick of it use a BOLT PISTOL sidearm it does the same damage as a sniper rifle and has a 225% headshot plus you can use it while running and jumping.
number 4 - the Roden was just came back a few months ago. it has the same as a normal sr headshot damage %. the charge ones has the highest headshot % Reason why you ask. simple, that high pitched charge noise and it gives you away at 60 meters to anyone who is near. the Roden can be salvage OR FOUND IN YOUR WARBARGE EXPERIMENTAL LABORATORY until it is tradable (if ccp lets us trade it at all) oh good new it is getting a damage buff to about 425-450 well that what CCP Rattati aid.

It was basically the only gun that could hurt HEAVIES in a true sniper way. When in the military, who was I aiming for? the OFFICERS. The people that gave the orders or could harm us the most whether directly or indirectly. Doesn't matter what kind of armor you had on, a headshot is a headshot. 1 shot = 1 kill.
Nerfing it was ridiculous, but at least it was still decent in the 400 damage range. Now it's down to being 1 damage more than a Thales, but still 1 shot before reload? wtf? It was a prized sought after weapon that went to being pure trash. It's like you get excited because finally something in particular was done RIGHT, like YYEEAAAAHHHHHHHHH... then it's taken from you with no warning, like... sooooooo what happened?
you can kill the maxed shield and armor stack proto amarr or gall sentinel with a single headshot for the PROTO charge sniper rifle. using this fit a proto caldari commando, maxed sniper proficiency (helps with armor), 3 complex light damage mods and level 1 warbarge Augmented for 2% more damage. that is it. a single headshot will drop any heavy.
