Porting would fix most issues, but only because things can be processed faster and more efficiently.
However, it will not fix the few critical issues. Trying to upgrade the hardware on a poorly optimized game that takes up too much resources without first properly optimizing it is a bad idea. It could still cause frame rate issues or some form of lag and possibly cause the next-gen hardware to lock up and crash.
To give you an example:
Microsoft Flight Simulator X was supposedly designed to run on the following hardware without any problems.
1.0GHz processor 15GB hard drive DirectX 9c compliant video card with 32mb RAM
Sounds like it could run smoothly on a potato, right? Wrong. You can't even stabilize at 30 frame per second on a $3,500 gaming rig. The simulator was just that poorly optimized that it needed hardware that wasn't going to be in the market for another 5 years. Of course, that was 9 years ago.

Remember that most of the optimizations done for the PS3 wouldn't be able to carry over to an x86 port anyways. So you're potentially talking about hundreds of programmer hours being spent optimizing code that's going to be thrown away once they release a port (hopefully sooner rather than later). I'd prefer they focus on the low-hanging fruit in the performance department (e.g. power cores) and spend the rest of those programmer resources getting a port done sooner than later. Meanwhile we can continue to work on what's most important: the NPE and balance.
If we get both of those in a good place for a next gen launch, this franchise has a long and bright future, if not, then it's going to probably go the way of World of Darkness.
