Every day they're rusting.
I would say the mechanics of 'raiding PCs' are actually in a pretty special place right now. If the ability to flip a district from a CP only purchased clonepack (purely activity based) was removed like Kane Spero of NF. would prefer, established PC corps could become complacent again in not having to creatively deal with the 'wasted time' threat corporations such a Xer Cloud Consortium pose by being able to Xerg rush militia bodies at battles and build CP from missions. Adding an ISK element back to such clonepacks that can flip a district favor established players and corporations who already have ISK to burn.
What are my objectives with the current system?
1.) Pestering the 'Elites' of PC by 'wasting' their time while 'enriching' the experience of the everyman player with novel content. The defender must prepare for and play every PC serious in case the raiding corp is bluffing and does not bring in militia fighters. This level of logistics coordination is not necessarily needed of the raiders. Only 1 person from corp is required to form a platoon and quickly pull in a team from public squad finder. People will gladly grind an axe in cheap suits against well known corporations. People also love to dream about beating the odds and actually winning a militia raid.
2.) Making the PC only currency District Kredits (DK) readily available to anyone at any stage of play in Dust 514.
3.) These operations are excellent recruitment tools for the raiders. As DK is only awarded to members of the corporation who fight battles, players who join from the public squad finder are encouraged to further join in the corp for that 200 DK that is awarded with a battle loss. Once you get people in the door of a raiding corp it's easier to keep them in with various incentives. These are the many member rewards that Xer Cloud Consortium, a raiding corp, holds. More active members leads to more CP earned per day which results in more attack orders placed per week.
4.) Giving daily mission runners (from new players, to veterans, to aur savant spenders) greater bargaining power. The best way for established PC corps to deal with the nuisance (or even threat of raider corps) is to convince their members to leave and join another organization. If you cut off the ability of raiders to earn CP it takes them much longer to drop clone packs on districts. People may be convinced to leave with ISK, corp culture propaganda, or the promise of better training. Bargaining opportunities raise the bar for workers being seen as an important assets. The more you are valued as a working player in Dust the more likely you will grow to feel connected to the game and its community.

We are a proxy corp.
Xer's members may, and are welcome, to come and go fluidly as they are recruited by other organizations. I do offer incentives to stay, but it is the prerogative of a Xer corporation member to use their CP earning potential as a tool of leverage for negotiating job offers--which they may choose to double cross on--possibly by taking an ISK incentive package and leaving or being a mole in your organization to feed contribution tab intel.
