Would it be possible for the currently 'unique' skill bonus on dropsuits to be removed and applied directly to the powercore? While still referencing back to the respective dropsuit skill.
In effect, what this would do would is cause the skill of amarr assault to unlock new powercores at level 1, 3, & 5 and cause the powercore itself to give a 5% laser weapon heat reduction per level of amarr assault.
Now this certainly sounds awfully makework... However it also opens the door for say another type of assault powercore that does something (as an example) like give increased armor repairer efficiency.
The inclusion of different powercore bonuses for each different role would move us a little bit closer to an eve-like model where there may be as many as five ships unlocked by the same skill but they function differently, one ship might be defensively oriented, another combat oriented etc.
A model like this could also potentially allow for pirate dropsuits that reference two different skills.

It's a good idea for moving the powercore forward after the initial concept (if it gets implemented).
It was suggested back during the initial discussion (by you I think) and it could certainly allow for more "type-B" frames for each race. The problem for CCP is that balancing additional frame abilities could prove more harmful than useful.
Generally though it would mean that the Assault skill would give something like the general assault bonus and a message of something like "gives additional benefits per level based on powercore selection"

My line of thought was more along the line of
Assault skill: Unlocks assault powercores at level 1 3 & 5. Powercore A: provides [bonus] per level of assault skill Powercore B: provides [bonus] per level of assault skill.
And yeah, I imagine that secondary skills for various assaults could be horrific to balance.

could it not be better to implement a bonus slot or class verification as a separate function
basic frames modified to become another role
so we have basic frames with power cores then we have the bonus core (or another name, it is separate from the power core)
this would allow for different bonus mods to be equipped to their respective frames and could allow player to mix and match different roles they have unlocked to Pirate suits which would allow to equip two bonuses rather then just one
this could also be put in place of power cores and maintain the current system
we effectively remove all the frames besides basic or another variant of the basic frame (the bonus mods could affect the stats of the suit to that of its role)
this means we would not need a suit for every class instead it would be one suit that can act as many classes, it makes it easier to add more classes in, you get more variety with pirate suits if they get implemented and it may clear up some space for new content

It always annoyed me that you miss out on the class bonus when running a basic neo suit. It's like buying ice-cream from the store and they just scoop it straight into your hands.

Uh... to my knowledge, no, you don't miss out on the class bonus.
I mean it applies to apex suits and they have no skill requirements either. Are you talking unskilled Neo suits though?

I think he was referring to the Basic Frames. Those don't have any bonuses applied to them. They are just suits without benefits but are somehow required to be trained into before moving on to the actual role suits. In other words, they are SP sinks.
APEX suits have the bonuses applied to them because the system sees them as role suits rather than basic frames.

I think it would be simpler just to give basic suits a suit bonus of their own. Just have them have their own attribute (like assaults count as assaults and logis count as logis) that make those benefits not bubble up to Assaults / Logis.
Then for their bonuses give them a weak version of the assault / logi racial bonus (like 1/2 as much) and without the general specialization bonus.
