Well, Armor or Armor Reps ?
I can bring my Suit down to about near the 600+ area with 22 Armor Repair.
Or keep my current Armor with 20 Reps a second. |

if you dont mind being a bit slow and well tanked then yes, keep the 702 armor, your 20 rps will be sufficient enough to keep you alive.
id personally go for reps because i like my repair rate high and and you'd still have 600+ armor so its not that big of a deal, as long as you are keeping your fights at range you should be fine either way.

Depends. You don't really need that much at all. My own Ak.0 usually clocks in at about 641 if I recall correctly as really benefits for 0 speed penalties and quick rep capacity.
