I don't think the scrambler rifle is overpowered, it is in a good spot. However shields really aren't in a good spot. Been pondering over whether or not to skill into cal assaults, i have used one before and, well...i rarely used it.
Scrambler's damage to shield's actually causes over damage to armor, if you take an SCR to a gallente with 600+ armor, your gonna do a lot of damage, because his shield's are active, if you flux them before hand, the SCR becomes balanced against armor.
(In other word's, it's better to carry a flux nade, for yourself, in case you meet a scrambler user). This is because as stated above, the damage to shield's, doesn't simply "Break the Shield" It transfer's over remaining damage to armor without deduction because the damage was already dealt, so if you deal, say 400+ damage to shield, you'll be doing whatever remain's of the damage that's left. That's why the SCR is so OP.
(And yes it's been tested, in fact, you can ask people in the State Task Force, they tested the above, and found that it can deal tremendous amount's of damage to shield)
As for Shield's, cal assault's aren't in a good place, your better off going Cal Sentinel if you want a shield tanky suit.

Proper proto Caldari Assault Fit
High: x4 shield extender, 1 energizer
Low: 3 regulator's
Light: Kalaakiota RR
Sidearm: Kalaakiota BP
Grenade: Core Locus
Equipment: None (cause you won't have any CPU or PG left).
Don't use this in CQC, you won't ever win, unless your enemies a terrible shot, or using the Assault SMG.

Except then you'd see a lot more Armor fit + RR mixes out there, this need's to be reduced, because every armor fit and their mother is floating to the damn thing, reducing the kick per level on caldari assault (or it could be a general caldari skill for heavy, medium, and light across the board) and increasing the kick of the railgun weapon's is the only way to reduce armor fit's using the RR, if this EVE's logic/lore mean's anything, then Caldari would be the best at using Rail gun technology, and from what I heard, Gallente would receive a slight bonus as well, this isn't translated well at all, which is why Cal's are failing so hard atm, they have nothing special, other than being the worst race in FPS history.
