I'll vote for anyone looking out for the little guy in dust' early beginning and small corner corps! Adding things to the game is nice, but if no one is here to play it, adding new things is for lulz?!
If we can, and yes we can, get new or lower level players more engaged in all aspects of gameplay, from trading, PC, etc., we can then begin adding content.... slowly.
However, the new playerbase, or rookie playerbase, must feel that even at lower tiers of gear and experience they have a shot if they use of teamwork. I think we can accomplish this by focusing more on rewards for hard work!
Higher isk and LP payout, not so noticeable that everyone gets rich, but a small percent at a time. No player on any pub team should be under paid for such an obvious team carry when the matchmaker fails him?! The amount of isk put out should never go unrewarded.
While PC, as a whole, is still being looked at. The CPM should be taking advantage of the situation, and pushing ideas to make that struggle worth it for even the smallest corp. As it stands now FW is worth more to me than a spot on the starmap?! If we want PC to be the ultimate pinnacle of gameplay let's give it a reason to be fought over so vigorously, other than war room writing material?!
We all know isk payouts for owning land is foolish, and a fail of epic proportion. However, receiving gear on a performance based tier level could be interesting, and rewarding in conjunction with the trading aspect of the game! I will get with others to put the idea pitch together, but for now overall receiving and fighting for resources is much more controllable than free isk.
As mercs I also feel the "mercing" aspect of the game, by certain individuals, image has been sullied?! Corp contracts could and should be more than just PC fights. A corp leader should be able to post public contracts in interest of the corp for other mercs to hit to gain isk. This will help eliminate the ringer problem, as you've given the ringer something to do! Small inexperienced corps can go get bloodied on raids for larger corps needing the extra assistance to weaken an area. Districts should be a quest, not a skirmish on drugs for ignored bragging in the war room?!
The CPM that pushes for content, not in the form of new weapons and modes, but in improving player experience is the one I'll vote for.
